The overall rise would have been even higher if it wasn't for the results from a single council. Over the same period Glasgow's income from homecare charges fell by £3m. As over this time there has been an increase in charging rates in Glasgow, there are only two possible reasons for this. First is that Glasgow has been making accounting errors placing different income in the wrong place and we have had an acknowledgement from Glasgow that this may be the case. But secondly and more worryingly it is possible that less people in Glasgow are getting homecare and those that are getting it get less. Given that these figures cover the period of Glasgow's introduction of personalisation and associated service reductions, this scenario is also possible.
